Responsibilities of the Agency

The Internal Security Agency is a civilian entity with legal personality, established by virtue of Cabinet Resolution No. (325) of 2013 for the creation of the General Investigations Agency. It has several responsibilities, including but not limited to the following:

Combating Crimes Threatening State and Community Security

Develop security and strategic plans, as well as studies related to crimes that endanger the safety and security of the state, destructive activities, and criminal phenomena posing risks or threats to community safety. Identify their motives, causes, and dimensions, propose methods to combat them, and recommend measures for their prevention.

Combating Terrorist Activities Threatening National Security

Monitor and track terrorist activities carried out by states, organizations, groups, entities, or individuals that target the national identity or Islamic values of Libyan society, or its fundamental structures (political, social, or economic). Develop and implement the necessary plans to prevent and counteract such threats.

Protecting Citizens and Supporting Public Order

Participate in maintaining security and public order by providing protection to citizens in the event of any threats to safety and stability.

Mandated Competencies According to Legislation

Any other responsibilities assigned to it in accordance with the applicable laws and regulations.

Economic Crime Control Competencies

The previous points are part of the agency’s responsibilities. Within this scope, the crimes under its jurisdiction include combating money laundering, crimes threatening the nation’s wealth, and cutting off terrorism financing sources. The agency monitors, tracks, and records incidents affecting the national economy and public funds, collects information on all suspicious and hostile activities targeting internal state security, analyzes and evaluates this data, extracts indicators, and determines the necessary measures to prevent such crimes and mitigate their effects.
