Referral of an Official at the Ministry of Economy for Investigation Over Leakage of Official Documents
In continuation of our previous announcement dated 16 July 2024 regarding statements made by Ahmed Al-Sanousi, in which he admitted obtaining some of his journalistic information from employees within state institutions who provided him with documents bearing official seals and certifications.
As part of completing the evidence-gathering report on the incident, Hassan Youssef Al-Lamoshi, an employee at the Ministry of Economy and Trade, was summoned. His testimony was recorded, during which he admitted to having a direct connection with Ahmed Al-Sanousi and confirmed that he supplied him with documents related to the Ministry of Economy. He exploited his administrative position as Director-General of the Economic Information and Documentation Center at the Ministry, which is the body responsible for archiving all incoming and outgoing correspondence of the ministry, whether involving its internal departments or external government entities.
Legal procedures were initiated, and the individual concerned was referred to the Office of the Public Prosecutor. The Deputy Prosecutor ordered that his detention be extended due to his breach of professional duties and misuse of his position.
In light of what is circulated publicly accusing the agency of failing to follow legal procedures and contradicting international human rights standards—describing its actions as bullying, unlawful detention, and similar claims—we affirm the following:
All procedures undertaken were based on Libyan legislation, drafted by qualified legal and human rights experts of high professional competence. These laws have taken into account the principles of Islamic Sharia, which we believe supersede and elevate above international human rights norms.
Our efforts will continue in monitoring, investigating, and pursuing all violators of laws and regulations across state institutions without exception—particularly those who betrayed their entrusted responsibility, disclosed confidential information due to their position, and served as a conduit enabling others to misuse such information for media exploitation.
