Statement Regarding the Investigation of Citizen “Abdul Monem Rajab Al-Murimi” by the Internal Security Agency
First and foremost, the Internal Security Agency extends its deepest condolences to the family of the late citizen “Abdul Monem Rajab Al-Murimi,” asking Allah to grant them patience and steadfastness and to admit him into His vast Paradise.
In the spirit of transparency and clarifying the facts to citizens, and following recent circulation of information regarding this incident, the agency seeks to set the record straight and dispel misconceptions among the general public and Libyan citizens specifically regarding the Internal Security Agency and the rumors surrounding it. Accordingly, we provide the following statement:
The Internal Security Agency, by its very nature, operates with confidentiality in matters related to national security and other affairs. While fully committed to professionalism and transparency in executing its duties, the incident in question took a dangerous direction through circulation by bloggers whose sole aim is personal gain from spreading sedition and rumors, regrettably in coordination with certain Libyan state officials seeking to target their adversaries. Therefore, it is necessary to clarify the following:
- Citizen “Abdul Monem Rajab Al-Murimi” was taken into custody based on serious and comprehensive investigations and suspicions derived from multiple documented actions and criminal behaviors attributed to him. These incidents were collected and organized in an official evidence-gathering record opened at the end of May 2025. Due to the nature of the agency’s work and confidentiality requirements, the specific material facts cannot be publicly disclosed.
- The suspect, “Abdul Monem Rajab Al-Murimi,” was investigated after notifying the Public Prosecutor’s Office, following a systematic plan to collect evidence and verify the material allegations attributed to him.
- The suspect was detained in accordance with Article 26 of the Criminal Procedures Code and placed in a detention cell under standard procedures. He was treated with dignity and respect in accordance with applicable laws and Islamic Sharia pending referral to the Public Prosecutor’s Office.
- On the morning of Thursday, 03/07/2025, at 8:00 AM, the suspect was formally transferred under strict custody, and the evidence-gathering record was submitted to the Public Prosecutor’s Office for its jurisdictional actions.
- Upon delivery of the record to the Public Prosecutor’s Office, the agency personnel were instructed to maintain custody of the suspect until he was received by the police unit responsible for detainees at the Prosecutor’s Office on Al-Sidi Street (the former Public Prosecutor’s Office). The suspect remained under the agency’s custody until 3:30 PM the same day when the Prosecutor’s Office took receipt of him, finding him in excellent psychological and physical condition. From this point onward, responsibility for the suspect’s supervision transferred entirely to the Public Prosecutor’s Office.
- The assigned Public Prosecutor began the investigation at 5:50 PM and alone holds the authority to release, grant conditional freedom, or order pre-trial detention.
- More than an hour after the investigation began, an employee from the Public Prosecutor’s Office instructed the Internal Security Agency personnel guarding the suspect to leave, informing them that the prosecutor had extended the detention for six days under the Office’s authority. The agency personnel complied with this instruction out of respect for jurisdictional boundaries.
- The agency emphasizes that its legal responsibility ends once the suspect is handed over to the Public Prosecutor’s Office and that his safety was a top priority during transfer. The agency has no connection, direct or indirect, to any events affecting the suspect within the Prosecutor’s Office.
- The agency categorically denies all allegations of physical, psychological, or verbal abuse toward the suspect. Had any abuse occurred, the Public Prosecutor’s Office would not have received him in good condition for investigation.
- The agency strongly rejects any attempt to hold it accountable for subsequent circumstances following the handover to the Public Prosecutor’s Office, especially given conflicting reports circulating.
- The Internal Security Agency calls on all citizens and media outlets to verify the accuracy of information and avoid following rumors or unsupported interpretations, while reaffirming that it possesses all evidence and documentation proving the proper conduct of the investigation and referral to the Public Prosecutor’s Office in accordance with the law.
Finally, the Internal Security Agency reaffirms its full commitment to the rule of law, respect for citizens’ rights and dignity, and its dedication to carrying out its duties responsibly and ethically. The agency remains neutral from political disputes, as currently observed in the country, and its offices are open to any official, judicial, or human rights authority wishing to verify detention facilities, detainee records, and cases handled by the agency during this challenging period. The Internal Security Agency will continue to serve as a safeguard for citizens, residents, and Libyan state institutions, taking strict action against anyone attempting to undermine national security, which is a sacred trust.
